Puzzle torches not working in Ruins of Ravensmoor

In the room with the blue torches and 1 orange torch. They are emitting the directional flames but not actually doing anything (not sure if flames aren't reaching next puzzle or what). It is making this room impossible to beat.

Also, I talked to the guy who is supposed to give the quest and he mentioned it repeatedly, but not showing up in journal. Will walk back to owl's head and see if I can officially get quest in case that is the reason the torch room is broken...

 

Spoke repeatedly to Wycliffe and he told me to kill lich lord but quest isn't showing up in either knowledge or quest journal.

 

Didn't know about the quest but I've just done the puzzle and it's working

Puzzle torches are working now... however now the spikes are not. Not getting any damage when standing in/on/around the spikes in the hallway to the lich lord.
