    Title: Quest POT Village Deed upgrade bug

    Details:I unclaimed my POT village lot deed - right clicked the deed in my backpack, and it is asking for 30 COTO to upgrade it to the same thing?
    Steps to Reproduce: Try upgrading a POT village lot deed in this manner.

    OS: Windows 10 (10.0.0) 64bit

    GPU: NVIDIA GeForce GTX 1070 GPU RAM: 8088

    Nevermind.. I paid the fee to see what happened, and the 30 COTO fee made it turn from red (non-tradeable) to white (tradeable) - so that's an upgrade for sure.

    I also found this thread for the same issue -- I think perhaps this could use some clarification in the UI - like in that thread.
