Rain Sound Effects don't persist indoors

    Noticing this lately - when it's raining outside - the SFX only start when you're outside or nearly outside - it would be nice if you could hear the rain and such from indoors.

    For example - under this crafting pavilion ( Area Display Name: Northwood Loc: (-8.3, 38.5, -125.0) )
    - the rain SFX start/stop at that exact point - there is no gradual taper to the levels or intensity.
