Release 32 QA - Town crier in soltown not accepting mail delivery

I am playing the QA version for release 32 testing and the mail delivery to soltown is not working. The town crier is not at his post. Then, I find him in the inn, and he will not accept the mail delivery there. Then, I wait for him to go back to his post, and he still will not accept the mail delivery.

Reproduction Rate: every time I try regardless of where the town crier is standing or sleeping
Blocker? If not resolved, will not be able to do any more mail quests.
Details: Try to deliver mail for soltown to town crier in soltown, he does not open trade window. Type trade and he doesnt understand.
Steps to Reproduce: Mail works for desolis and ardoris and solania. But, if you happen to have mail for soltown, the town crier will not take it.

I tried this again in patch 380 and it seemed to work correctly. I will run it a few more times to verify that it is fixed.
