Remote bank access device can be taken and moved off a lot by any access level

Title: Remote bank access device can be taken and moved off a lot by any friend regardless of setting for movement on the device. Only setting the unit to private keeps people from being able to move it.

Details: Can not secure device without making it private.
Steps to Reproduce: Place a device in your house set it setting to move only to co-owner. Have a kindred friend pick up the device.

I have done some testing on this and have not had the same issue. Please check something for me. Right click on your "Remote Bank Access Device" and select "Permission Options". Using the home owner, Please confirm that under "Remove or Modify Item" and under "Container: Modify or Remove" that both of these are set to "Co-Owner". Next - pick up the item and set it back into place. This *should* prevent anyone except the Owner and/or a CoOwner from removing the item. These settings are confusing and honestly - I do not know if the bank device is counted as an "Item" or a "Container" so I am covering both just in case. Please reply back when you can as to your findings and thank you for helping to test.

I am also entering the bug just in case there is a more serious issue.

I tested this it seems the setting works however people who are lower then co-owner can access the settings menu on the bank vault and change them so they can take the item. I actually set all settings to co-owner only and kindred players could make the changes on the banking device only.
