    Reproduction Rate:
    Blocker? Yes, I can't complete the quest line.
    Details: The seneschal of Resolute asked me to take a report to Guard Captain Cugel but the NPC doesn't respond to the pretyped response nor to "I have a report from Resolute."

    This appears to be related to issue #64637, in which NPCs aren't accepting or offering requested/quest items. We've already submitted a fix which will probably be in the live game sometime tomorrow.
