[Repro Needed]Can not Target or Attack someone who Flags against me

    1. Title: Unable to Target People when they Flag on you
    2. Reproduction Rate: Always for my account

    4. Details:When I am flagged PvP and someone who is not flagged PvP decides to flag and attack I am unable to target them and can not damage them.
    5. Steps to Reproduce:I flag for PvP someone who is not flagged for PvP flags and attacks me and I am unable to target and hit them.
    6. User Specs:
    i7-6700HQ
    16 GB Ram
    Nvidia GTX 1060
    Windows 10 x64

    Hello and thank you for reporting. We're going to need clearer details to reproduce this issue internally. As of the latest test both done internally, as well as with your character, we verified the ability to be able to damage opponents that flag for PVP either by using the oracle, or by attacking a PVP-flagged individual.
