[Repro needed] Missing NPCS in POT

    Title: Missing NPCS in POT
    Reproduction Rate: 100%

    Details: as of 582 NPCs are missing in NPC Bank building in POT Celestial Gardens. I am missing bank npc and magic merchant, and deco merchant all were in the npc bank
    Steps to Reproduce:
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz (4) System RAM: 16334
    GPU: NVIDIA GeForce GTX 1060 6GB GPU RAM: 6064
    SotA.EarlyAccess.QA.Win.64.582.Date.10.25.17
    Area: POT_tropicalisland_metropolis_01_template/Celestial Gardens
    Area Display Name: Celestial Gardens
    Loc: (14.4, 89.0, -36.1)

    I am seeing all 3 NPCs here on QA in this npc ban in Celestial Gardens. Can you restart your PC and see how it goes from there?
