[Repro Needed]POT lot markers can be placed on top of one another.

    Title: POT lot markers can be placed on top of one another.
    Reproduction Rate: 100%
    Blocker? Yes
    Details: No box pops up when lot markers are being placed to prevent them from stacking on top of one another.

    Steps to Reproduce:
    1. Place a village lot down.
    2. Place a row lot inside the village lot.
