[Repro needed] Pressing fixed skills shows stacking even when you're not

    quickly tapping a fixed skill shows the powerup bar briefly
    Steps to Reproduce:

    have some fixed attack skills and breifly tap them during fight and the bar appears and disappears..
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-6820HK CPU @ 2.70GHz (8) System RAM: 32645
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8076

    It took me a few times through the video to see exactly what you are saying. If you attack by tapping the key, like you would on live, the bar appears a if you are charging it up . This is happening because the charging starts as soon as the key is pressed, there isn't a delay of any kind. I think that could change, but then you would have to have to hold the key down for a fixed period of time before it would start charging. Not sure which design is desirable.

    I'm not going to rush this in as a bug just yet. This is a BRAND new way of combat so let's give it a bit of time to adjust to, let it sink in, then we'll go from there :)
