[Repro needed]Strange sparkly effect

4. Details: While walking around New Britannian Market, I came across a spot where when I pass through it, sparkles surround my Avatar like I cast a spell.
   
5. Steps to Reproduce: Step into location 51.0, 28.0, -40.6 and get sparkled.
   
6. User Specs: PC Windows 7 Pro 64 bit AMD Radeon R9 200 w/4gb

It's really weird and we're looking for a way to repro. When we find a location where it works, if we come back later it in another log in session (or build) no longer happens at that spot. I am assuming that is what everyone else is seeing?

 

no, the spots are pretty consistent over multiple sessions.

 

Can someone give us an example spot where it happens at the same spot in multiple sessions?

mind you, it doesn't happen every time i have a buff. but IF the scene is in a state where it happens, it's consistent.

I've seen it with or without buffs on, while sprinting and not sprinting.
I'm not able to repro at this spot. I've tried what I've tried at other places where it can happen - in the same game session.
I believe it happened here; problem is getting the coders all the info we can as we try to find the cause. By the time they see it, it's not happening at the spot anymore.
