    Title: Research survey ticket - Keyword "question" keeps going to end of list
    Reproduction Rate: 2x during conversation
    Blocker? No
    Details: I have heard important keywords are supposed to stay at the top of the list, but when handing in the Research Survey ticket in Yew, "question", which activates the next part of the conversation, keeps going to the back of the list.
    Steps to Reproduce: Hand in research ticket.
