On two alts (Tarin Merrywhistle / Malphos Merrywhistle) one of the three outskirts titles does not work / is not given. Tried several times.
Tarin: 'sentinel' from Highvale outskirts. talked to Burnes (and tried Esmeralda and Simone too just to be sure). reload, talk again. help/title/whatever. no reaction, i have everything done he thinks
Malphos: 'caregiver' from Solace outskirts. Captain Kinsey acts the same: happy to see you, you did all, nothing to do. no title.
Note: the respective outskirt is completed, deed obtained, gear, virtue dye bundle etc gotten. just not the title - for both one of three did not work.

Another alt though got all three - was missing the caregiver too, but on first approach Captn Kinsey said thanks for all your help - you have accquired the title 'caregiver'. Hmm.

There is one difference between those alts: Tarin and Malphos both are on the second quest run, i.e. already used their quest reset. the third did not. Maybe that helps?

@Chirp, this is just blind speculation, but it's possible you haven't done all the quests in those outskirts because you did them all, but then new ones were added. for instance, i think the solace bridge outskirts most recent one is calming private preston, and you may also need to make sure you talked to the three children dancing around the creepy fire.

 

You do not need to do the quest for those kids to finish the main quest for the Solace Bridge Outskirts. That’s an optional side quest.

 

Sannio, i did the complete outskirt - Kinsey doesnt have any quests for me anymore. On report she only answers something along: i do send reports all the time to Soltown (or similar)
So yes, this is all done.
And 'hello' doesnt do anything useful.

Are there any specific npc answers i should record for you? Or a live demo / look at the data?

 

This is for toon/account 'Malphos Merrywhistle', who was missing the caregiver:

Now Kinsey did hand out the title (on first contact, as expexted)!
She did not have any tasks or other, but apparently for her the "bring the report to Stanley" was not completed. Which it was, nothign in the quest book, and Stanley did not say anything. But apparently that re-visit with him cleared some internal flag, and going back to Kinsey now had everything ready.

Now checking back on Tarin Merrywhistle and the sentinel title ... maybe i find some invisible loose link there too.

These non-synced multiple quest status are a pita ....

 

Kinsey doesn’t actually hand you the report (that’s still bugged). She does give you the quest though. You have to speak to Kinsey again and click the report keyword then she will give you the report quest item.

 

That did the trick here too: to Bridgit again (long done), which apparently cleared some invisible flags.
Now Byrnes handed out the 'sentinel' first thing.

It does have a JIRA number assigned. Don’t know offhand what number.

yes, Alley, this one is all clear now. thanks! two lessons:

1. apparently it is not "all quests in outskirts", but "all and the first one (vector quest) into the next scene"
2. having that vector 'done' in the sense of title-eligible seems to depend on some invisible (i.e. not visible to the player by any markings or reaction) marker

so when you have done that before those conditions got updated .. well, we now know if someone is missing a title, after checking outskirts are done, send them off to touch base with the first contact afterwards.
