[Resolved] Northwood - Town Crier, Banker and Public Vendor (others) missing?

    Details: I went down to the docks in Northwood. There wasn't abanker or town crier there. I also couldn't find the Public Vendor.I wansdered around thw town square and couldn't find either of these npcs. It was the middle of the afternoon, so they should have been out ready for business. And crafting trainers and vendors. I'm guessing that the town's npcs haven't made it back since the scene rework.
    Steps to Reproduce:
    - go to Northwood and wander about
    - many npcs that normally populate a town are missing
