[Responded] Can accidentally drag icons off of our hotbars again

    Title: Can accidentally drag icons off of our hotbars again
    Reproduction Rate: 100%
    Blocker? no
    Details: It was fixed where we could run around, charge spells, and not drag them off of our hotbars on accident (as well as screw up the stacking.) As of 727, that issue has returned.
    Steps to Reproduce: Have spells. Run and try to stack, then move the mouse a little. You'll drag it off your hotbar.

    I think we got this fixed internally (I know the behavior you speak of, I would do that as well) because when I move my mouse just so slightly I'm not interrupting my stacking....it's not acting like I tried to drag it off my hotbar. Which would interrupt the stack.
