    1. Title: POT upgrade NPC building issue
    2. Reproduction Rate: 100%
    3. Blocker? not really
    4. Details: I am seeing 4/4 NPC buildings when I only have 3 items out. (2 dev, 1 oracle) with the upgrade I should have gotten one more to place. not sure why it says 4 /4 when I logged in.
    5. Steps to Reproduce: Isle of Xee is the location
    6. User Specs:N/A

    many things count as buildings.. do you have devotional? or any other kinda major town item out?

    only 2 devos and the Oracle. the dragon bones are not counted. that is it. GM came by and could not find a 4th so its gone to deco tech.

    It also appears that it affect using the object on house lots. could not place it. had a ticket open for it.
