Details: I cannot seem to see any evidence in the Vigilante camp.

Steps to Reproduce: progress till you get to stage 2 of the Vigilante Brief
look for proof of the humans involvement in exterminating the elves.

Side note; I have a quest for collecting elven scalps, I haven't killed any.
Perhaps this is blocking a quest dialogue with The leader of the Vigilantes?

Depends on what you want to do. If you don't want to kill elves, you could go back to Alberic and see what he has to say about the situation. Remember, Alberic said you might have to gain the vigilante leader's trust. Also, be sure to check your journal for more hints and descriptions about the task you're on. There's no real bug here, you just have to decide how you want to proceed.
