Title: Unable to learn new recipe even though I have the required skill set

Details: I am unable to learn any new recipes that require a skill higher than 60? Tested with 3 recipes in random crafting fields, Tailoring, Blacksmith, and Carpentry (See attached Pictures)
Steps to Reproduce: try and learn new recipe
User Specs:
OS: Windows 10 (10.0.0) 64bit
CPU: Intel(R) Core(TM) i7-4930K CPU @ 3.40GHz (12) System RAM: 32707

thanks.. seems like a lot of over complication for a rather simple task.. this means to make a silly table top catapult.. I would need like 90 skills points in carpentry.. crazy... to each their own I suppose.

 

@zeabz - When you mouse over a recipe, it will show in red text the proficiency rating required if you can't do it yet... or in green text if you can. So, before you buy a recipe, make sure to look at the tooltip first and it will let you know if you can craft it or not yet.
