Roving encounter just ran and followed me even

I was going from Harvest to Aerie and bet a skeleton and later a thug on the way. At first I ran around so as not to be pulled into the encounter but then decided to be pulled to see what it was like. The skeleton as well as the thug just followed me or ran beside me and then just stood next to me but never pulled me into an encounter.
I first was located Novia -391.1, 16.0, -142.2. I ran and/or walked to Aerie and went into Aerie. When I came out the skeleton was still there but just stood next to me as if he were my friend.
