    Title: Royal Scepter not working
    Reproduction Rate: 30 days
    Blocker? cant pay
    Details: My Royal Scepter isn't working again, been well over 30 days, since I last used it
    Steps to Reproduce: right click royal scepter and chose "Grant Tax Credit".
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i5-6600K CPU @ 3.50GHz (4) System RAM: 32728
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8144
    SotA.EarlyAccess.Win.64.511.Date.11.21.16
    Area: POT_forest_metropolis_01a_template/Silverston
    Area Display Name: Silverston
    Loc: (97.0, 38.2, 163.4)
