Rusty item had enchantment not potentially salvageable component?

    Title: Rusty item had enchantment not potentially salvageable component?

    Details: I've seen rusty items twice now that did not have a salvageable component - just an enchantment. Is this intended? From the live streams there's been talk of improvement by adding <potentially> salvageable components from the rusty/junk items - this seems like possibly a bug since you can't salvage an enchantment.
