Also -- SBG-1907 suggests putting pet whistles on your hotbars - but that is not how they are used. The taming whistle is a component used to create a taming necklace - the necklace is equipped/worn (not on the hotbar at all).

[6/24/2019 6:44:05 PM] SBG-1907: You have two hotbars: the Utility Hotbar is ever-present at the bottom of your view and the Combat Hotbar appears above while you're in combat. Add skills, potions, fishing bait, pet whistles, and other items to your hotbars for easy access.
