Scene Loading Message needs updating

    1. Title: Scene Loading Message needs updating.
    2. Reproduction Rate: Depends on the RNG and when that particular message is selected.
    3. Blocker?: No
    4. Details: The scene loading message "A skill set to maintaining (orange up-arrow icon) will not gain experience, but it will consume pooled experience in order to maintain its current level" is outdated since skill decay went away. Unless grandfathered, there is no longer an orange up-arrow icon and instead the skill just locks, sets to gain, or sets to reduce.
    5. Steps to Reproduce: Load scene after scene until the relevant message appears during the load screen.
    6. User Specs: Not relevant.
