Scepter of Dread

    As an archer, the Scepter of Dread is completely useless to me. How about a way to convert this quest item into another type of weapon, like Longbow of Dread or Sword of Dread?

    It's also completely useless to mages, or to sword users- and frankly, it's pretty useless to us Bludgeon wielders too, aside from the fact it looks unique and has a special ability (that you never want to use anyways because of the reagent needed to do so). However, in the ensemble of a ruler, historically it has been a crown, a brooch or necklace, a scepter, and a cloak, that represent the kingly raiment. Most likely that's the case here, as well.
