'Shield of Ice' - Not Increasing Fire Resistance

    Title: 'Shield of Ice' - Not Increasing Fire Resistance
    Reproduction Rate: 100%

    Details: According to the chatlog from the /stats command, 'Shield of Ice' does not show an increase to fire resistance at all, while 'Douse' shows an increase of 20 as is stated on the tooltip. 'Shield of Ice' shows zero gain. Either the skill is not working as intended or it isn't being properly reflected in the chatlog. From practical experience it certainly hasn't been helping against fire the way douse does. This is what caused me to start digging into the numbers in the first place. The attunement and avoidance gain are working as intended fortunately.
    Steps to Reproduce: Cast 'Shield of Ice' and notice the lack of buffing.
