Siege Scout does not take quest items

    Siege Scout does not take quest items, sometimes takes, sometimes the quest item is spent, but the quest does not count

    You're talking about the siege scout accepting the "arcane catalyst" correct? The scout can only accept your arcane catalysts once every real world day. When you are trying to turn in quest items too soon, the scout should tell you "Thanks for your help so far. I'm out of rewards I can give out to you today, so come back tomorrow and I'll give you a reward for another 18 pieces of arcane catalyst you take from any siege engineers." Are you not able to turn in your arcane catalysts AND not getting the correct rejection message?
