Sign outside of a building does not make the cursor go green

I was at a building at Area: Brittany Wharfs (Novia_R3_City_Brittany_Wharfs) Loc: (393.5, 31.5, 73.6) that had a sign so I put the cursor on it and it didn't turn green like I expected it to be.

So... I'm bugging this to make sure it gets noticed by the Devs.....

Steps to Reproduce: Go to the location above... look for a sign, move the cursor to it.
