    2. Reproduction Rate: 100%
    3. Blocker? Yes
    4. Details: Skewer no longer stacks the healing debuff 3 times
    5. Steps to Reproduce: Use Skewer on a practice dummy more than once and see the debuff not stacking
    6. User Specs: Windows 10
