Title: Solace Bridge Outskirts Report isn't tagged as a quest item

Details: I went back to get the banner from Kinsey at Colace Bridge Outskirts. He gave me the banner but also gave me a copy of the Solace Bridge Outskirts Report to give to Stanley. This would seem to be a quest item but isn't tagged as one. It doesn't show up with the oterh items, it doesn't have the special colored font as the other items, and doesn't hide when you hide the quest items using the filter.
Steps to Reproduce:
- Head to Solace Bridge Outskirts
- Find Kinsey
- Complete the quest line, or be flagged to receive the banner
- Talk to Kinsey twice (or at least I had to) The first time I didn't receive the banner or the report. The second time I received both,
- find the report in your inventory
- it appears as a normal item, not as a quest item
