Solania: Bartender Allen vendor menu doesn't appear

    Reproduction Rate: 100% so far (will try relogging to see if it appears, but all other vendors have had the ability to buy and sell)
    Blocker? no
    Details: Talked with Allen and he has the vendor option for buy, clicking it brings up purchase dialogue, but no vendor window appears.
    Steps to Reproduce: Talk to Allen, type or click buy, be saddened he won't give you booze to cope with being in Solania
