Solania: Ship Captain for Celestis missing; found in Xenos instead (Solania Clone)

    The Ship Captain for the boat to Celestis is not at the dock in Solania, however they are present on the dock in Xenos, which is a copy of Solania.

    The NPC's name in Xenos is Captain Steel.

    It's been a while since I've done the quests in the area, so I'm not quite sure if I'm on the mark or not.
