Soltown: talking to Gard Captain Stanley - (un)needed keywords (old questpart)

    Details:
    1. Stanley has the (old) keyword "Edvard's Notes" --> Not longer necessary, this part was given to Kinsey,
    because of this:
    2. Keyword "Report" or "Kinsey" not available --> No chance to open the quest window with "Report".
    Player must type explicit "Kinsey".
    3. Keyword "free lots" --> why does he need this keywod? Isn't it enough to have it at the town crier?

    Steps to Reproduce: Talking first time to Stanley after coming from Solace Bridge Outskirts.
