some stacked blocks can have deco some cannot

    Details: I'm creating a block puzzle at twin traders and I've noticed that the blocks lose their deco surface after being stacked so high. The block puzzle in question is labeled "block puzzle" in my property manager, it's also on display in twin traders near the lord marshal house.
    Steps to Reproduce: Using ice blocks, stack two 2Wx4Hx2L blocks vertical and you will have a deco surface (a vase of flowers in this case) on the top of the stacked block. But if you add a 3rd block stacked on top of the 2nd one, it loses it's deco surface and this is creating a problem. seems to be extensive through the block puzzle

    @Ancev, check you aren't hitting the five-high stacking rule? you've got your maze on pavers, so you're going to only be able to make stacks four-high, including the flowers.
