Sound effects playing during loading even if master volume is 0

    Title: Sound effects playing during loading (even if master volume is 0)
    Reproduction Rate: twice so far- same location (shown below)
    Blocker? no
    Details: Hearing certain sound effects during scene load (fresh load from starting up the game), such as the electricity buzz sound. Seems to happen at about the 94% marker on load screen.
    Steps to Reproduce: Login to a scene with sound effects nearby?
