Starting values of Textiles and Tanning are different to others

    Starting new characters in offline mode,
    the crafting skills of Textiles and Tanning are at 10, like others.

    But the % is different:

    Instead of 10 = 22,4% we have: 10%
    30 = 38,7% we have: 30%

    Is this a change, a bug, or a "offline mode only" thing?
