"Stength of Earth" Skill does not add appropriate Bonus to Strength

Title: "Stength of Earth" Skill does not add appropriate Bonus to Strength

Details: Baseline strength with "Strength of Earth" inactive is 57 (see pic 1). Strength of Earth skill indicates it should add +13 to strength, but it only adds + 11 strength (see pic 2). I took off all armor/weapons/jewelry that had +earth attunement, and the issue still remained (without gem-enhanced attunement, should have added +11 strength, and it only added + 10).
Steps to Reproduce: None, but at least 2 other players confirmed that they have same issue.

Yes this also happens when I use this buff.

I have it at Level 40 for +10, but I only get a boost of +9.

 

Could be a rounding issue, where we only see an integer value but in the background it isn't an integer.

For example SOE buffs for 9.6 (reported as +10 on tooltip) and you have a base strength of 49.7 (reported as 50 in character sheet). Total is 59.3 (reported as 59) when buffed but you expect 60

 

I can confirm that this is almost certainly a rounding thing. I have a lot of effects that boost strength, and I occasionally get this. The easiest way to notice it is to raise the standard Strength passive, and notice that if you are also raising other strength passives, it changes on whether you get the "official" bump at even or odd values.
