Strength Of Earth Fizzle Reduction?

Strength Of Earth Buff Shows -50% Fizzle reduction in skills menu but doesnt apply it when cast I am assuming the skill window is what is wrong/bugged?

 

That's how I originally interpreted it until I realized all active spells now have a fizzle comment. Basically this means some spells are easier to cast in heavy/high fizzle armor, and others are much more difficult in heavy/high fizzle armor (meaning they're more intended for clothies and the mages). At least, that's how I'm interpreting it now hehe. But true, the tooltips, in MANY aspects, need lots of love. So Earth's Embrace? It is much easier for heavy armor users to cast this spell.
