    Details: After finishing the main quest for Solace Bridge Outskirts (Tell Kinsey of Her Scouts' Fates and Tell Kinsey about Ebon Dawn Ritual Master) if you ask help she will give you a new task /quest Give Report to Stanley. Kinsey however does not give you the Solace Bridge Outskirts Report:

    Of note, the dialogue window does not show that she handed you the report. Is this still a known issue? I just wanted to be sure you do know this is still currently happening. This isn't a new bug, but has been happening for years now.

    I believe this was/is issue 65838.

    Steps to Reproduce: With an existing character, use your one time quest reset. Go to Solace Bridge Outskirts and obtain the Tell Kinsey of Her Scouts' Fates and Tell Kinsey about Ebon Dawn Ritual Master quests. Turn in the Tell Kinsey of Her Scouts' Fates and Tell Kinsey about Ebon Dawn Ritual Master quests to Kinsey. Click the help keyword and she will give you a new quest Give Report to Stanley. Open your inventory and observe no Solace Bridge Outskirts Report quest item is given to the player.

    I have some follow-up questions. Did you get any reward at all when you received the quest to "Give Report to Stanley"? You're supposed to get the following items:
    1. The report for Stanley
    2. The Banner of Love
    3. A Row Lot deed (if you didn't get it yet)
    4. The "Caregiver" title
    Also, did your character ever have any of these items prior to getting the "Give Report to Stanley" task?

    Sorry I should have been a lot more informative on this, sorry *facepalm*

    This is was a character on my main account, that I deleted and then started over with from the beginning.
    I have already gotten my 1 free row lot deed for this account and I have previously gotten the Caregiver title for this account, and gotten the Banner of Love on my main character.

    After finding Sigourney and getting the quest to kill the Ebon Dawn Ritual Master, I killed the Ebon Dawn Ritual Master and then returned and spoke to Kinsey:

    I do not receive the Solace Bridge Outskirts Report, nor the Banner of Love. (This account already has the lot deed and the caregiver title and did previously get the Banner of Love).
    I do the the banner of Love if I click the associated keyword though. She will give me the Solace Bridge Outskirts Report if I click the report keyword:

    I wonder if when you are playing with a new character on an existing account (that has already gotten the row lot, banner and title), doing this quest could be throwing this item being given off?
    Also when I did a quest re-set a while ago with my main character (Anpu) I also saw this happen as well (she handed me no report). It seem instead of her handing me the items, I instead have to click specific keywords to the get the items instead (banner, report)?

    This quest does seem to work fine (and hands all items, even the report) with an actual new account doing this quest, but I have not checked that in a while. I specifically have a new account on QA I can check that with.

    Is there any other info you need? I do have one other new created character that can run through this quest if you need any more exact information. Just let me know! Happy to help.

    Thanks for all that extra info. Kinsey's "I've appreciated you staying ..." response should also include a number of actions, but all the actions didn't happen for you. I'm not sure why, but I'll try reorganizing the order of events and see if that helps.
