Subterfuge Specialization: Sap not applying Dex Debuff

Sap level 60ish, Specilization skill level 30

Desciption says sap may apply a "large" dex debuff

Also, the dex debuff goes away once the target gets hit since its attached to the mesmerize effect. And sicne it uses the same icon and holds the same debuff slot, it often fools you into thinkign your target is mesmerized when its not



EDIT: Seems alot of the subterfuge skills specialization effects are bugged:

Sneak Attack: Not giving mesmerize, or mes effect shows no debuff and is incredibly rare. Might also be possible it is being removed immediatly after initiatign sneak attack because mesmerize does not persist through damage.

Camoflauge: Doesnt seem to get any benifit and the description ends with "Subterfuge specialization"

Poison Weapon: Is not giving the "lower reagent cost" bonus that it should
