Swap Deck button is not aligned on the bottom of the screen

The Swap Deck button should be in the bottom right corner of the screen (until these things are movable?)

 

you know, I always assumed it was for the reason it would appear above the utility bar
such as



interestingly I cant move the utility bar to be flush with the right hand side of my screen.. its always the icon of the swap away nor will it go to where the compass area in fact theres a border round the screen it just wont go to except at the bottom. So I assumed the position of this although weird in its way was for a reason !
