TAB does not work when Chat UI pops up - Mouse look to Cursor move blocked

    Yes, I am going to call it a bug now.
    Talking with NPCs is fine, this is about avatars chatting with you in the Chat UI.

    Most bothersome case I run into:
    Hit Enter to bring up Chat UI and you see someone has sent a whisper. I want to send a whisper back but I am stuck in mouse-look mode because the TAB key no longer works. Hit ESC once and hope that TAB now works... usually does not. Hit ESC again and Chat UI goes away. Don't hit Enter! It will be broke again! Hit TAB to get into cursor mode, then hit Enter. Now you can right click on the person's name to select whisper.

    Ughh, this is just one of the worst offenders, see description below.
    This change came about when the Chat UI was updated to be able to be undocked or whatever the term was. Since the behavior changed due to an upgrade to the UI, I deem it a bug.

    Details: Tab key (switch between mouse-look and cursor mode) does not work when the chat UI comes up if you are in mouse-look
    Steps to Reproduce: Be in mouse-look mode. Hit Enter to bring up Chat UI. Try to hit Tab so that you can interface with the Chat UI. Not working. Sometimes if you hit ESC it will allow it to work, but it usually does not. Hit ESC again and the Chat UI goes away. Workaround is to hit TAB first and be in cursor-mode before bringing up the Chat UI, but this is not always possible, nor should it be the only way to fix this.
