Tailoring Masterwork in Cloth or Leather eat more exp then makes.

I have 68 Enchanting and am testing out some properties and at 68 Enchanting when I Enchant my Pooled Exp goes up but when I Master Work Cloth Tailoring the Pooled Exp goes down and only down. So what is earned when masterworking is way less than what is used and I am only 38 in cloth tailor MW which should be at a elvel where it makes more than uses.
