Tailoring Masterwork Proficiency not increasing

How do I increase my skill in Tailoring Masterwork Proficiency? It's still at 1 even after master crafting some items. Thinking I do not understand how it is supposed to work, rather than that it's bugged and not working?

 

I think I figured it out, there's a difference between masterwork and mastercraft. Going to talk to the master tailor, see if it's some sort of skill or recipe or something.

 

Yes, I believe you train the skill and then purchase the recipe.

 

Where do you buy these recipes? I'm having the same issue with black smithing.

 

I just bought the tailor masterwork recipe from the tailor in Ardoris, Sequanna Square area. Guessing the blacksmith one is there too at the blacksmith?
