Testudo..

Based on the combat system in this game, ESPECIALLY in pvp, movement is by far our most valuable asset. That being said, this skill, while pretty good, is not so good that it warrants a 25% movement penalty.

This is a SEVERE penalty for a moderate gain. Personally, I do not really feel that the skill is powerful enough to warrant a penalty at all, however, if it MUST have a penalty, can it be something other than a movement speed decrease? This is just devastating and actually renders Testudo as more of a debuff than an actual buff in PVP
