The Clink - Ladder going to Enmar's Building not functioning

    Title: The Clink - Ladder going to Enmar's Building not functioning
    Reproduction Rate: Once
    Blocker? No, except to exit the scene by this exit
    Details: Approached the ladder at the /loc below to exit back to Owl's Head (hatch to Enmar's building) and the cursor did not turn green. The tooltip showing that it's an Owl's Head exit appears, but you can't use it. Using the E key nor double clicking any part of the ladder would work. I even tried the hatch in the ceiling and no go.
    Steps to Reproduce: Go to /loc below, try to use ladder to leave scene.

    Just checked this again in build 799 and the ladder is still broken (no green cursor, does not work with double click nor E key).
