Title: Tool tips when browsing bags too large obscuring entire contents, need to be able to turn them off

Blocker? no but causes inconvenience
Details: tool tips over items in bag are large and sometimes obscure entire bag and the list of contents making selecting the right item to move to another bag near impossible.
Steps to Reproduce:
1 open several bags at the same time, shrinking them down so they fit on screen
2 try to browse the inventory of a bag in the lower right part of the window that has lots of weapons and armor in it
3 see that every time you mouse over a weapon or armor it shows both the weapon or armor in the bag in a tool tip as well as the weapon or armor you are wearing in a tool tip thus completely covering the bag and the list of contents.

We need to have some controls to either turn off these bag contents tool tips or delay the tool tip longer or make it smaller or make it appear somewhere else so it doesnt obscure what we are working on
