Torpor does Damage to myself (Max health gets reduced and cannot get healed up bug)

I found out that sometimes Torpor does Damage instead of healing and you cannot gain those health back until you leave the scene/zone you are in.

In the following screenshots you can see in my combat log that Torpor does 39 damage to me and this stays reduced from my health bar and cannot get healed up again while in the scene. It seems to occur randomly, i could not reproduce it by a specific action, only thing i did was i tried to move and jump while rooted by Torpor.
