Title: Travel to Estgard quest not auto activating

Details: [This is my 2nd time doing the game quest line, reset quest status earlier today] The quest is given by the Ferryman in Harvest (docks). The quest reads "I booked passage on to Norgard in Harvest. I was told I would have to convince the Knights of Norgard in Estgard across the bay to allow me to move further into the wartorn land.". Upon arrive to Estgard from the Ferrymen I can freely move past any knight in estgard through the entrance off the waterfront into the city and through the exit of Estgard onto Overworld map. Similar quest I have completed in-game were initiated by an NPC when I attempted to pass them.
