UI Skill Advancement Indicators not Resetting With Each Session

I have exited the client, patched, restarted numerous times and logged in with a different character, and the summoning skill I advanced early in the morning before the patch to 396 is still displaying on the right even though I have not used it again.

I see the "x" and get that you can close it, but am bugging it because it's not working as per the release instructions.

 

While anything not working as documented is, by definition, a bug, I have mixed feelings about this one.

I really don't want them to go away because of a crash (better yet would be not crashing, but that's probably not reasonable), indeed, I'd like them to retain the +/- x on crashes.

 

What has been implemented is V1 of skill notifications, seen on the right side of the screen.
