Unable to change row lot to empty lot NEVERMIND

    Title: Unable to change row lot to empty lot
    Reproduction Rate: 100%
    Blocker? No
    Details: Tried changing my row lot to an empty lot did not take
    Steps to Reproduce: Placed row lot deed, went to change house type to empty lot, screens showed it was accepted, the house never went away. Kept trying, same result
